A comprehensive plan serves as a blueprint for achieving the long-term growth and development vision of a community over a span of 10 to 20 years. Sometimes referred to as a master plan, it forms the foundation for making decisions related to land use planning, development regulations, and capital improvements.

The Comprehensive Plan addresses Plymouth’s social, economic, and environmental conditions, taking into account emerging issues and changing circumstances. Topics covered include land use, housing, economic development, transportation, open space and recreation, historic and cultural resources, public facilities and services, and sustainability.

Plymouth's current master plan, “Growing Smarter in Plymouth’s Fifth Century," is approaching 20 years old, and a lot has changed since then. This planning process will create a new plan that addresses current opportunities and challenges related to land use decisions, climate resilience, community character, inclusivity, and the Town's funds.
