What is the Fort Bayard Revitalization Plan?

The Fort Bayard Revitalization Plan is a guiding document intended to preserve and revitalize the historic site, with the goal of repositioning it as a successful tourism-based asset that contributes to regional economic development while celebrating Fort Bayard’s cultural heritage. Informed by extensive community engagement, the document will consist of an existing conditions analysis, funding recommendation, implementation and operational plans, and final master plan design.


Who is working on this project?

Stantec, an experienced planning and design firm, was hired to develop the Fort Bayard Revitalization Plan. The project team includes landscape architects, urban planners, funding specialists, and civil engineers. Team members are based both locally and across the country, with key contributions from offices in Silver City and Albuquerque, New Mexico; Denver, Colorado; and San Antonio, Texas.


Who is funding this project?

The team was hired the by the state of New Mexico as an effort to revitalize the site.


Why are we doing a Master Planning process again?

The last plan was completed in 2016. Since then, market conditions, community needs, and local priorities have evolved. Updating the plan ensures that current data and community input guide future investments and decision-making. The State is positioned to fund improvements, and it is time to start implementing a plan!


How have previous master plans informed this project?

Previous plans have been used as foundational references. The team reviewed earlier recommendations and evaluated them against current conditions and updated analyses to determine their continued relevance. During community engagement, past ideas and priorities were revisited to confirm whether they still reflect the community’s needs and priorities.


When will construction begin?

There is currently no set date for construction, but the State will secure funding for Phase 1 Improvements immediately following the master plan. It is anticipated that some improvements could begin in 2027. This project will result in a final master plan design and a comprehensive report that includes a summary of existing conditions analysis, community engagement, and recommendations for implementation, funding, and operations.


Does this project have the intention of demolishing any buildings?

No. The intent of this project is to preserve and celebrate the site’s historic character. The goal is to rehabilitate and reuse as many existing historic buildings as possible.


How will future construction and projects be funded?

Following completion of the final master plan design, the site will be organized into phases and smaller, implementable projects. This phased approach will allow the State to pursue a variety of funding sources and partnerships to support construction over time.


What are the next steps after this public meeting?

The team will compile and process all feedback received during the public meeting. This feedback will inform refinements to the proposed final master plan design.


What is the timeline of the Fort Bayard Revitalization Plan?

This project is anticipated to be completed at the end of May 2026.
