What is Portland In Motion?

Portland In Motion is the City’s first comprehensive transportation plan in more than 30 years, developed to help the City create a transportation system built around the needs of residents and the broader community over the next 20 years. The plan will provide a clear and actionable roadmap for improving the mobility of people and goods and consider walking, biking, transit, ferries, freight, and driving as interconnected parts of a single network. The plan will build off recent policy achievements, namely Portland’s Plan 2030, One Climate Future, ReCode, and the City’s work on Vision Zero and Complete Streets. It will place a strong emphasis on equity, improving outcomes for historically underserved communities. It will also align with the City’s climate resilience and emissions‑reduction goals. At the same time, the plan will recognize the importance of economic vitality, supporting efficient goods movement, port access, and business access.
